You want to come to the Netherlands for longer than 3 months. For Thailand, an MVV requirement is in effect. Therefore, you require a provisional residence permit (MVV).
Since Wednesday, March 15 of 2006, migrants from Thailand must have a minimum knowledge of the Dutch language and society in order to be able to stay in the Netherlands (permanently).The Civic Integration Abroad Act (Wib) obligates Thai migrants from 18 to 65 years old (for family reunification or family formation is the minimum age 21 years old) to pass a civic integration examination at the Dutch Embassy in Bangkok, before they can qualify for an authorization for short stay (MVV).
You request an MVV in your country of origin. With the MVV, you enter the Netherlands. As soon as you have arrived in the Netherlands, you have to report to the Aliens Police. After that, you request an authorization for a temporary residence permit.
Who can come to the Netherlands for marriage or relationship?
Family reunification – provisional residence permit
You want to live together with your spouse or partner in the Netherlands. You have lived together with your partner abroad for already quite a while.
Family formation – provisional residence permit
You want to live together with your spouse or partner in the Netherlands for the first time. When you entered into a relationship or got married, your spouse or partner already lived in the Netherlands. At that time, you lived abroad.
If you want to live together with your spouse / partner in the Netherlands, you must meet the following conditions:
- You are married or started a registered partnership and your marriage or registered partnership is registered in the Netherlands in the Basic Municipal Administration
- Or you are both single and you can prove this with officially certified documents
- You are no threat to public order
- You are 21 years or older. In the case of family reunification, you have to be 18 years or older
- You are going to live together with your spouse or partner as soon as you arrive in the Netherlands
- You are going to share a communal household with your spouse or partner and you register yourself at the same address as your spouse or partner
- You must pass the basic integration exam
Your partner / spouse in the Netherlands has to meet the following conditions:
- He / she is 21 years or older. In the case of family reunification, he / she is 18 years or old
- He / she has sufficient income in the Netherlands; in some cases the income of your partner is not a condition

Application Provisional Residence Permit (MVV) in Thailand
The application for a Provisional Residence Permit (MVV)
There are two ways to start the procedure for obtaining a Provisional Residence Permit (MVV).
A sponsor in the Netherlands starts the MVV procedure by submitting a request for advice to the IND. You can submit an application for an MVV to the Dutch embassy or consulate in your country of origin
The request for advice by a sponsor serves to support your subsequent MVV application to the embassy. The decision made on this application is either positive or negative. You may not submit an application for review with regards to this decision. The application you make to the embassy is the official application. With regard to a negative decision on this application, you may submit an application for review.
A sponsor in the Netherlands submits to the IND a request for advice concerning a Provisional Residence Permit (MVV)
Your sponsor in the Netherlands fills in the form “Request for recommendation to obtain a Provisional Residence Permit (MVV)” and returns it to the IND, together with all required documents. The documents required are listed on the form.
If the IND responds positively, you then submit your application for the MVV to the Dutch embassy or consulate in your country of origin.
You will not be issued an MVV if you do not meet the conditions, nor will you be issued an MVV if your documents are invalid, incomplete or incorrect. You may not submit an application for review with respect to a negative advice.
You apply for the Provisional Residence Permit (MVV) in your own country of origin
Before you travel to the Netherlands, you apply for an MVV with the Dutch embassy or consulate. In other words, you start the procedure outside the Netherlands.
1.Go to the Dutch embassy or the Dutch consulate in your country of origin. They will tell you which documents you need to submit. Sometimes these documents must meet specific conditions.
2.The embassy or consulate forwards your application to the IND in the Netherlands.
3.You must meet all conditions. If you do, the IND will contact your sponsor in the Netherlands for information and documents.
4.If the IND approves your application for an MVV, you must contact the embassy or consulate in your country of origin to collect the MVV.
5.You will not be issued an MVV if you do not meet the conditions, or if your documents are invalid, incomplete or incorrect. You may submit an application for review with respective to a negative decision on your application.

Where do you go to collect a Provisional Residence Permit (MVV)?
You wish to come to the Netherlands. Has the IND approved your application for an MVV? If so, contact the embassy or consulate in your country of origin to arrange to collect the MVV.
The MVV is a sticker. The embassy or consulate will check your passport and then attach the MVV to your passport.
After arrival in the Netherlands
Within 3 business days after your arrival in the Netherlands you will have to register, or you will have to have made an appointment to do so, at your local municipality. Upon your registration a residence permit (“VVR, vergunning tot verblijf, regulier”) will be applied for.
Residence permit
For your application for a temporary residence permit, the IND checks if you meet all the required conditions. You will, if required, also be tested for tuberculosis.
